Can I substitute trees on my environmental management permit because I can't find the species that I need at local nurseries?

This is determined on a case-by-case basis. Please call the Growth Management engineer who reviewed your project at 850-891-7001 (option 4) to discuss. In some cases, trees from the same plant lists (A, B, C, and D) can be substituted. The plant lists are defined at Sec. 5-83(k-n), TLDC. However, a permit amendment may be required to change the types of trees. Other affected departments will need to review and approve such requests. Projects may not be able to simply substitute with another tree on the same list. Not all trees will do well depending on site conditions, sun/shade, and similar factors.
